Notice On the Issue of Two Guild Criteria:

Bank Card Identity Code and Card Number and

Bank Card Magnetic Bar Format and Use Criteria

Each policy-making bank, state-owned commercial bank, joint-stock commercial bank, postal saving office, subsidiary banks, sales management department, and capital (provincial capital) city center branches of the People’s Bank of China:

The two guild criteria, Bank Card Identity Code and Card Number and Bank Card Magnetic Bar Format and Use Criteria, which have passed the examination of the National Financial Standardized Technology Committee, now got published. Meanwhile, there are several notices:

1. Numbers and names of these two guild criteria are:

JR/T0008-2000 Bank card Identity Code and Card Number

JR/T0009-2000 Bank card Magnetic Bar Format and Use Criteria

Above two will be implemented since January 1, 2001.

2. BIN and Number of all kinds of RMB bank card issued in the domestic market must accorded with the criteria of Bank card Identity Code and Card Number, and their track format must restrictively follow the criteria of Bank card Magnetic Bar Format and Use Criteria.

3. The transition period of above two criteria is 3 years since their implementation. After January 1, 2004, all types of non-standard RMB bank card must drop out of domestic market.

4. All card-issue institutes must apply all current using BIN numbers which are initialed with “9” to the Bank Card BIN Registry Management Institute before the end of this year. Those numbers could resume using with authorization. Meanwhile, all non “9” initialed BIN numbers and all BIN numbers applied to international organization in the future also must be declared for reference. The Bank Card BIN Registry Management Institute accepts application for the newly issued bankcard BIN number of all card-issue institutes since January 1, 2001.

The Bank Card BIN Registry Management Institute currently relegates the operation to the National Bank Card Office.

5. Since the implementation day of these two criteria, related contents in other criteria, which are inconsistent with above-mentioned two criteria, must follow the instruction of above two.
