Based on my readings of Articles 3, 4, and 5, you would think that the republican government is the type of government that best represents the people. Even though this is true, I think many politicians run for office by convincing the people that they will be better represented by him or her; but when they win the election, the people are represented only if it has some personal gain. Like Kwiatkowski, telling his colleagues that if he did not get that land to these people, his career as their representative would be over. Instead of fighting the land for his constituents, because he feels that they really need the land for their wellbeing. "Men of factious tempers, of local prejudices, or of sinister designs, may, by intrigue, by corruption, or by other means, first obtain the suffrages, and then betray the interests, of the people."
Based on the Kwiatkowski case, I belief that the Councilor Courtesy is a process that allows the men described in the quote above, to betray his or her constituents to a greater extent; and contradict with everything the founding fathers thought of when planning the government of this country. All the ideas that the best interest of the people is more protected by having a republican government, because "The influence of factious leaders may kindle a flame within their particular States, but will be unable to spread a general conflagration through the other States." If this courtesy is always carried out, this quote would then be untrue, because all will ask for favors from the others in a given time; the best interest of the people is not carried out when this practice takes place.
This practice of Councilor Courtesy is unconstitutional and something should be done about it. People have to be more careful when it comes to electing their representatives, and make sure the candidate is as honest as possible. But always remember that if a certain bill isn't worth fighting for, he or she won't do anything about it; or if that same bill means his or her political future, he will get it passed through Councilor Courtesy. A policy that is based on favors, you sacrifice your people today and I will sacrifice mine tomorrow to pay back your favor.
